On Tuesday, team owners accepted a new rule that will reintroduce what had been “a dead play” into the game.
“We feel this is a great day for the NFL,” said Saints special teams coordinator Darren Rizzi, who was actively
engaged in developing the foundation for the new hybrid kickoff.
The long-awaited reform of special teams incorporates parts of the XFL’s kickoff regulations and adjusts them for
use in the NFL beginning in 2024. The rule will be in effect for one season on a trial basis before being subject to
renewal in 2025.
According to NFL Competition Committee chairman Rich McKay, the new rule approved with a vote of 29-3.
“There was a little fear of the unknown,” McKay added. “I believe the optics are the most severe (rule change) we
have seen. The fact that we have the tape and have watched it provides us with great reassurance. We can show you
the plays so you can see how it will play out.”
McKay stated that there was an urgent need to vote on this regulation before the draft because it might affect how
teams build rosters. There were 1,970 touchbacks on kickoffs last season, which could now be returned. There were
92 fair catches last season that are no longer permitted. Any ball caught on the field of play must be returned.
“The kickoff returners’ value is gonna skyrocket,” Cowboys special teams coach John Fassel said.
NFL Commissioner Roger Goodell stated that he expects the league to tweak the regulation in the future, but that
this is “a big improvement.”
“I think it will bring the play back into a relevant play, an important play, an exciting play and I think we can do it
where the injury rate will drop,” Goodell said in a statement.
For a typical kickoff, the ball would be kicked from the 35-yard line, with 10 kick coverage players positioned at the
opposing 40, five on either side of the field.
The return team would have at least nine blocks lined up in the “set up zone” between the 30- and 35-yard lines, with
at least seven of them touching the 35. There would be up to two returners permitted inside the 20.
Only the kicker and two returners were permitted to move until the ball struck the ground or was touched by a
returner within the 20.
Any kick that lands in the end zone can be returned, or the receiving team can choose a touchback and possession
from the 30-yard line. Any kick that reaches the end zone in the air but travels out of bounds or out of the end zone
